Introduction 

As a healthcare provider, one may experience ethical dilemmas when discharging their duties. The case study that shows the overuse of the emergency department n a healthcare facility provides a clear indication of the way that ED is used more than once by people. The number of patients who are supposed to receive the healthcare services as well in the healthcare facility is large causing issues of overcrowding. This has led to the increase in the number of persons who are dissatisfied with the services they are receiving and leading them to put pressure on the healthcare providers. Moreover, the owner of the healthcare facility is faced with a dilemma on whether the services may be provided without the consideration of any profits for the population. This paper helps in the examination of the ethical experience in the county general hospital in Texas. 

Overview of the case

The CEO of the county general hospital in Texas is Matt Losinski. The CEO has experienced a challenge when reading an article reporting on the issue of the use of ED overly by the patients. The CEO informs the financial officer about the issue of concern but does not consider it to be urgent. Spikes Jr (2019) has reported that the financial officer tells the CEO that Medicaid pain 75% of the EP services. The additional unpaid fees are covered as per the financial officer is covered by the payment for patients with self-pay emergency and those with private insurance.

The CEO seeks to get more details due to dissatisfaction with the information provided by the financial officer. The administrative resident provides that there are were patients who are frequent users of the emergency department. The information is presented to the executive committee whereby there are variations in views and there was a limitation in the funds released. The failure to agree on a solution calls for further support to be sought on the best way to address the issue of overusing the emergency department….
