Every government has the ability to implement legislative change and policies that will help them accomplish their objectives. Nurses are always at the forefront of changes in the healthcare sector and changes (Madison et al., 2018). Due to their duties and commitment to the well-being of their patients and organizations, nurses may adapt and evolve. This paper will look at current legislation that is working to change healthcare, as well as nurses’ involvement in the process.

 

Emerging Healthcare Law or Federal Regulations
The American Nursing Association (ANA) introduced H.R.728, the Title VIII Nursing Workforce Reauthorization Act of 2019, in early 2019. (Matthews, 2017). This bill was intended to assist in the fight for much-needed nursing assistance. The program will be in line with current educational and nursing practice standards. H.R. 728 aims to improve patients’ healthcare responsibilities (Chein et al., 2017). Nursing shortages would be alleviated by the proposed law, which would offer educational opportunities for current and future nurses. H.R.728 is a bill designed to put pressure on academic leaders to address contemporary healthcare issues (Chein et al., 2017). This law extends the time for nurses to repay their loans and get scholarships. It enables for the advancement of nursing faculty. H.R. 728 will enhance the availability of advanced education funds for medical education, as well as additional grants to improve the diversity of the nursing workforce and funding for clinical training, proactive, safety, and retention. In the face of an elderly patient population with numerous chronic illnesses, the reform proposed may entice future nurses to advance healthcare by ensuring nurses have sufficient support, correct training, and education. H.R. 728 would enhance the nursing profession by emphasizing the impacts nurses have experienced and suffered in the healthcare system. H.R. 728’s healthcare reform would enable nurses to increase their knowledge while also encouraging them to behave themselves ethically, competently, legally, and efficiently.
Quality Measures and Pay-for-Performance Based on Patient Outcomes
There has been a paradigm change in favor of valuing the quality of care given above the quantity of care supplied. This change encourages innovation by providing financial incentives and allowing for treatment in ambulatory settings, as well as a stronger emphasis on preventive care and a better understanding of how socioeconomic determinants of health affect the healthcare system (Matthews, 2017). Pay-for-Performance is a performance-based incentive program used by healthcare professionals to enhance patient outcomes. The method includes determining payment amounts based on the kind of service given, the frequency of treatments, the length of time spent with the patient, and the quality of services delivered. Greater compensation for high-quality services rather than revenue based on the number of patients treated should result in better treatment and higher patient satisfaction. Studies on the efficacy of quality measurements vs how pay-for-performance schemes influence patient happiness have been conducted, with a variety of results (Chein et al., 2017). Pay-for-performance approaches have been shown to improve patient outcomes in certain studies. Other research, on the other hand, showed that certain elements of this approach aren’t as practical. Quality measures, for example, lead to more competent and accountable nurses. Pay-for-performance, on the other hand, is inefficient (Matthews, 2017). When patients from hospitals with pay-for-performance and quality-measurement programs were compared to patients from hospitals without similar programs, the patient outcomes were much better.

 

Nurses must adhere to nursing standards and be able to gather impartial data for pay-for-performance purposes. This puts a lot of pressure on nurses to make sure all of the information is correct, trustworthy, and comprehensive. Pay-for-performance and quality-of-care initiatives have been successful, but only at hospitals with a large number of resources, including nurses. Nurses and providers must pay careful attention to patients, spend more time with them, gather huge quantities of data, and offer excellent services without missing any paperwork in order to implement the pay-for-performance model (Madison et al., 2018). To please patients, nurses must comply to legal and ethical standards in addition to following instructions and meeting the pay-for-performance model’s objectives.
