SUBPOPULATION IMPACT Per the map found on the Carroll County Sheriff’s office website, many of the overdoses reported occurred in the areas of Westminster comprised primarily of lower income housing. Not having the financial resources to provide for yourself or your family can have a detrimental impact on the health and well-being of any individual. Living with economic instability can cause an individual to feel hopeless and desperate leading to poor decisions with negative consequences. In 2017, the largest contributors to morbidity and mortality in Maryland in 2017 were heart disease and drug overdose, respectively. Heart disease contributed to 11,653 deaths and drug overdose caused 2,227 deaths (Stats of the State of Maryland, 2019). A controversial issue that affected the community of Westminster in 2021 was the plead for help from Carroll Hospital, Carroll County Health Department, Carroll County department of Public Safety and Carroll County Fire/EMS to the community to properly utilize emergency services to alleviate the overwhelming number of patients in the emergency department due to Covid 19 (Carroll Healthcare Overwhelmed; Pleads for Help, n.d.). I believe that many residents in Westminster are concerned with contracting Covid 19 and not having the proper care available to care for them.
